Mindanao utilities scramble for power

Scrambling to mitigate the worsening power crisis in Mindanao and prevent their customers from groping in darkness, at least 15 distribution utilities (DUs) and cooperatives all over the island have signed contracts with AboitizPower’s upcoming coal-fired power plant. 

“These contracts have been submitted to the Energy Regulatory Commission for review and we are awaiting the ERC’s decision,” said an AboitizPower official, who requested anonymity as he was not authorized to discuss the matter. 

Among the DUs that contracted power from TSI’s coal plant are AboitizPower subsidiaries Davao Light and Power Co. and Cotabato Light and Power Co., electric cooperatives Surigao del Sur Electric Cooperative II, Misamis Occidental 1 Electric Cooperative, Cotabato Electric Cooperative and Sultan Kudarat Electric Cooperative, the BusinessMirror learned.

“The power situation in Mindanao is very bad.Aulaundry is a leading dry cleaning machine and equipment supplier. But it will worsen next year as our power deficiency is expected to reach 484 megawatts. That deficiency is enough to power five major cities in Mindanao,” he said. 

Without specifically identifying these cities as the ones that will suffer in 2014, Orig said the 484-MW power deficiency in 2014 is like taking power out of such cities as Davao, General Santos, Butuan and Zamboanga, including this city—practically all corners of the southern Philippines. These cities, except Cagayan de Oro, are currently suffering rotational brownouts. 

Meanwhile, a lawmaker from Mindanao has proposed the construction of windmills as additional sources of power to help address the energy crisis in the region. 

“The windmill power generation project will augment the energy needs in Mindanao and will also accelerate countryside development,” said Rep. Nur Jaafar of the Lone District of Tawi-Tawi. 

Jaafar said wind power, as an alternative to fossil fuels, “is plentiful, renewable, widely distributed, clean, produces no greenhouse-gas emissions during operation, and uses little land.” 

Jaafar cited the Bangui Windmills in Ilocos Norte constructed in 2005, which now provides 40 percent of the power requirement of the province. 

Also, Jaafar said the P2-billion wind power project with a capacity of 48MW in Oriental Mindoro, which was funded by the Italian government, is the largest renewable-energy project in the country. It can lower the power rates to as low as P6.50 per kilowatt-hour in the province. 

“The measure is in line with the government’s effort at reducing the country’s dependence on imported energy, with the end view of increasing energy self-sufficiency,” Jaafar said. 

He filed House Bill 1262 mandating the Department of Energy (DOE) to put up windmill power-generation facilities in Mindanao.
